Morocco is investing in artificial intelligence (AI) and blockchain technologies to position itself as a global digital hub under its ambitious Digital Morocco 2030 strategy.

Announced on Sept. 25 with a budget of $1.1 billion, the initiative aims to integrate advanced technologies to enhance public services, stimulate economic growth, and create 240,000 new jobs in the digital sector by 2030.

Aside from modernizing government services, the strategy is geared towards supporting the growth of AI-driven startups and blockchain platforms, essential for Morocco’s vision of becoming a key player in the global digital economy.

AI and Blockchain Integration

The core of the strategy focuses on incorporating AI and distributed ledger technology (DLT) into public service digitization to streamline operations and enhance transparency.

The Unified Administrative Services Portal will make use of blockchain technology to securely manage services like healthcare, education, and social protection, while AI systems will improve service delivery through real-time data analysis and processing.

Minister of Digital Transition Ghita Mezzour stressed the importance of leveraging digital technologies, including AI and DLT, to advance the digital economy. The government aims to improve its global ranking in the United Nations Online Services Index from 100th place to 50th.

The Digital Morocco 2030 plan also targets a rise in digital export revenues to 40 billion dirhams ($4.15 billion) and a contribution of 100 billion dirhams ($10.36 billion) to the country’s GDP.

Furthermore, the government plans to expand 5G coverage to 70% of the country’s territory and nurture the growth of 3,000 startups.

Global Tech Attraction

Morocco is actively seeking to attract global tech companies specializing in AI and blockchain to set up operations and contribute to its evolving tech landscape.

The Moroccan Agency for Digital Development (ADD) will aid in the digitalization of public administrations and streamline administrative procedures through a unified digital portal.

The plan also emphasizes fostering innovation within the country by supporting startups creating AI and blockchain platforms.

To accelerate the growth of these startups and enable global expansion, the government is establishing a supportive legal framework. By cultivating a dynamic tech ecosystem, Morocco aims to create numerous job opportunities and establish a competitive presence in the international AI and blockchain sectors.
